can i get a divorce in another country if i have exhausted all other options?
I have been going through this divorce process for several years now. All custody has been settled, and there is no property to divide. He simply refusess to sign the papers. Can I get a divorce in Santa Domingo? I have exhausted all options, and have very little money left. What can I do?

You could, but it wouldn't accomplish anything. There is no obligation for an American jurisdiction to recognize a Dominican divorce and the likelihood is that as far as your state law is concerned you would still be married.

It is possible. The question is whether any documents have been filed in the NY court. Is there an "index number"? If not, Tiajuana, Santa Domingo, are good options. Personally, I recommend Israel. Also Cyprus is an excellant option.
But if there is an index number, then there are problems with going to another country. Cyprus becomes perhaps your only option for this solution.
But I do not understand why you do not put the case in front of a judge. If you do that, it is out of his hands. He does not have to agree to anything, the judge makes an "order" and that is the law. He is done.
