Want a Divorce but can not find spouse

Hello:

My father would like a divorce from a woman he married 15 years ago. They seperated a year after the marriage. She moved to Virginia, he has no phone number or address. My dad was injured (shot) and this woman called to see if he died. We do not know who is keeping in tpouch with this woman but he want's a divorce. All we have is the state where she lives. What can he do to get a divorce?.
