How do I get a divorce from my husband if he was expedited to the Dominican Repu

My husband and I were married almost nine years ago. We have--name removed--8 1/2 year old daughter, that he has not seen for 8 years. Due to a felony that he was charged with, he spent a year and a half in a New Jersey prison then was expedited to the Dominican Replublic. My daughter and I have not seen or heard from him in all this time. I--name removed--now in a committed relationship with another man, and we would like to be married--name removed--soon--name removed--possible. My fiance would also like to adopt my daughter and give her his last name. My questions are--name removed--follows: How do I go about getting a divorce from my husband that I have not seen in 8 years? Do I need my husband's consent in order for my child to be adopted by my fiance? How do I go about getting full custody of my child? I do not know his whereabouts or have any information on where he could be. Is this going to be a difficult divorce? Is it going to cost me a lot of money?
