I divorce in 2001 and my wife took my daughter away in N carolina and is more than 2 yeras I dont see her

I was told that I I want to file a visit I have to hire a lawyer in N Carolina

I am in new York

Is that true?

No, that is not true. You may file a custody/visitation petition in NY - but you will have to hire a process server in NC to serve her personally there.
