Legal Question in Family Law in New York

I divorced in December of 2004 and my ex-husband was supposed to sign off on a Quit Claim Deed removing his name from the house. This hasn't been done. The house was purchased in Aug of 2001. It states in our divorce papers that he was supposed to sign off but he is spiteful and will not sign off. He hasn't worked sinced 2003, doesn't file income tax, and still owes his attorney from the divorce. He is adding up past and current debt and I'm worried that there were be liens put on the house because his name is still on it. What can I do?
