can a family court judge deny visitation to a parent because that parent has not paid child support

A family court judge has the ability to use his/her judgement to determine what is in the best interest of the child. However, normally, child support isn't tied into visitation. In fact, the custodial parent can be held in contempt if she withholds visitation because the father doesn't pay child support.
