Does a Family Court judge have jurisdiction over the county DSS? If the county DSS placed a child with a non-relative foster home instead of with his bio siblings, can the Family Court judge override their decision even though DSS has custody of the child?

Yes. The Family Court judge has the legal authority to make a ruling concerning the best interest of the child. The Judge's decision may be reviewed by an Appellate Court, but not by DSS.
