This should have been resolved long ago in court. It is likely that she has been unpaying you for child support. You didn't reveal where you live in New York. In any event, if paternity has already been established, you should open a case in your county and seek full custody and child support. Based upon the information you provided, a judge may determine that it is in the best interest of the child for you to have full custody and for the for mother to have visitation.
This site is not the place for you to obtain a full outline of your rights. You should obtain advise from an experienced local family law attorney. If you have limited funds and you are in a county with pro bono family attorneys, you should take full advantage of that service.
