I am a father currently paying child support for my 9 yr old daughter, what age if any can she decide on her own to live with me?

A very broad question. Certainly, if the child is 17, she has a right to choose where she wants to live. If the child is 2, not so much.
If you are pushing the child to live with you to avoid paying child support, this may ultimately backfire. However, if there are legitimate reasons why the 9 year old wants to live with you (better school, close to friends, better quality of life), you may be able to petition the Family Court for change of custody.
