Legal Question in Family Law in New York

Me and the father of our son do not get a long we are split up and the court ruling is every other week on sunday at 5 is the exchange. I have no problems with that until recently; everytime I get my son who is 2 years old back from his fathers he is not the way i had him before...for example: everytime I get him back he is sick has an ear infection and yeast infection and just vomits and screams. When i get him back from his father he is filthy from head to toe. When I get him back he doesn't eat and he is starved to death. Last time I got him back he had headlice at the age of 2. Okay so i've tried calling the law guardian more than once he doesn't pick up the phone at all i've tried talking to my lawyer and she doesn't even care to hear what I have to say and it's ridiculous enough is enough. His father does not pay any attention to him at all just leaves him places or takes him in the car from morning to 8 at night pretty much with the same diaper i mean the clothes he is in are disgusting and smell terrible i mean i do not know what to do here anymore i need help and someone that actually cares about the child
