Filing a civil suit

I have been falsely accused of child

abuse by my fiances ex-husband on

4 different occasions. Since CPS

routinely fails to prosecute these

types of cases and since he continues

to abuse the system, I was

wondering if I could file a civil suit

against him for harassment and

emotional duress? I live in NY state.
