Legal Question in Family Law in New York

My friend thinks she cant get an attorney

Long story short.My friends divorce has been going on for 3 years,the guy has not paid child support and stole all her money. she is now on DSS and cant afford legal fees she says in family court she cant get a free lawyer.is there anyone who can help her?
