Legal Question in Family Law in New York

Good evening,

I have had an open child support case for approximately 13 years. The case was originally filed in Nassau County, NY. The respondent moved out of NY state to the state of Texas approximately 4 years ago and has not paid any support since. I relocated from Nassau County to Westester county in 2010. At that point, I was informed that the case could no longer be heard in Nassau and the case was tranferred to Westchester, on the grounds that neither party currently live in county. Approximately 1 month ago, while pursuing a COLA, I was informed that the case was transferred to Westchester in error and that I needed to go back to Nassau County to follow up. Given that it has been 3 years, and no monies have been exchanged for child support, do you have information on the accuracy of the claim and can you offer any directions as to how I should proceed to collect on the order?
