Legal Question in Family Law in New York

grandparents rights

My sister passed away 2 yrs ago. My brother-in-law doesn't bring her children to my parents house for any function, nor are they invited to their house. Can my parents go to court for visitation rights. My sister was close to our family, but her husband was not after they got married.
