Legal Question in Family Law in New York

How do I go about getting to be heard in Family Court in Rockland County? My appearances have been in front of a maguistrate who spends about 2 minutesd and does not even look at my papers for modification. Says she does have the time---and schedules 6-8 people for the same time in Court---I am getting no place!!
