Legal Question in Family Law in New York

If a husband has volunarily agreed to terminate his parental rights six years ago and he continued to pay 1,200 plus a month in child support for his two children and has kept in phone and several visits throughout this time. He originally agreed because he lived in Floria when his ex wife lived in NY. Now he lives closer and would like to have his children visit at least once a month as he is current on his child support.

Can he petition to have visitation rights as his ex wife only allows him to see the children a couple times a year ?
