I recently moved back to my home state of New York after spending 6 months court ordered in California so my ex can get reaquainted with his daughters. He agreed at our last court date in December that I could go home with the children to take care of my sick mother. Now in February after I have not agreed to get back together with him he claims that he will file papers in California to have me and the children return to California and since we're no longer welcomed in his mohers home, we would have to go live in a shelter. Can the State of California order me and my children to once again uproot and move to California to resolve this issue?

If he agreed to your move to help your mother, then he is bound by that.
You will need some help in CA to fight this, but you will very likely win.
In the alternative, since he agreed to your move, you can try to put this in front of a NY court. At the very least, ask the CA court recognize that the case should be moved to a NY court. That may be the best idea.
