my ex-husband has 28 years with the nyc sanitation dept, we were married 10 years...what am i entitled to regarding the above formula

In equitable distribution, you'd most likely be entitled to half of the pension attributable to the ten years of marriage, plus, perhaps, some portion of the increase in value that took place during those ten years on the previously earned pension.
