if there was a wedding ceremony performed but never any marriage certificate filed is the couples marriage binding? is there a binding marriage

Where parties participate in a solemn marriage ceremony officiated by a clergyman or magistrate wherein they exchange vows, they are married in the eyes of the law even if the parties failed to file a marriage license. See, Persad v. Balram, 187 Misc.2d 711, 724 N.Y.S.2d 560 (2001).
