What are the requirements if a us citizen marries a canadian citizen who is living in the U.S.

I am not sure what you are asking. Do you mean can they marry? Do you mean can the Canadian stay in the USA or come to the USA? Can the American become a Canadian?
As stated and limited by the question posed the answer is anyone can marry anyone, as long as both are adults, and both are freely entering into the relationship and there is no fraud involved. Both have to be able to enter a contract which means they have to be beyond the age of consent or have the consent of the parent of the underage betrothed. Different states have different age requirements additionally some states allow same sex marriage, most however do not. I am not sure of the Canadian requirements, should the marriage be happening there.
