Legal Question in Family Law in New York

does someone who isnt married to the mother of a child but lives in the same house have parental control of the child, for example setting rules for the child and telling the child what they are and are not allowed to do?

That is up to the parent, in this case the mother. A parent can have someone else act as surrogate parent. It is not a legal issue until it that surrogate violates a legal responsibility or commits a criminal act.
