medical neglect
If the ex-husband is court ordered to provide his children with health insurance after the divorce but refuses to hand over their insurance cards to the mother whom the children reside with, would this be considered medical neglect since she is unable to bring them to the doctors as he has not even put the insurance on record anywhere?

1. Possibly, but it might be better to bring the matter to the attention of the court as 'contempt of court'.
2. 'Neglect' would relate to the issue of custody and overnight visitation. This would be evidence that overnight visitation might be harmful to the children because this man is indifferent to the medical condition and welfare of the children
