Legal Question in Family Law in New York

Minor name change

Minor child wants to use his step father's last name. I was not married to biological father (who is paying child support). Is it easier to hyphenate both names instead of dropping father's name? Does is necessarily mean that the biological father can get out of monetary obligation. What do I have to do for adding on new name? Does father have to get notice to do this?
