Legal Question in Family Law in New York

My mother has been a guardian for a CD account that I have. I was in an accident and due to my young age the settlement money was put into a CD account until i was of legal age(18). I have made several attempts in asking for any legal info,interest statements and overrall retrieval of my money, which have failed. She has unknowingly put the CD account into another term and in my little brothers name. How do i go about this legally to retrieve my money?
