Obligation to Care fore Minor

Is it legal for a father to send his daughter who is not 18 out of the house with nothing and nowhere to go?

No, but it happens.

In such a situation, it is best to look for alternatives to returning the child to the father's care.

There are many resources available. Start with family and friends and then the local social services. Churches can be very helpful as well. (It might be best to start with the church. That will assure the child of a place to stay, meals, and clothing with little paperwork.)
