Legal Question in Family Law in New York

If there isn't going to be oral argument and the parties have both served and filed all of the necessary papers for a motion (Notice, Opposition, and Reply) then do the parties have to appear on the Return Date and if so why and to do what?

Generally it depends on the court rules. However, if the court is a "submission part", the answer would be no. You do not have to appear.
