Parental kidnapping

A friends child was taken from her by the father the child lives with her mother, and periodically sees her father. the mother had temporary custody because this has happened before. Now my question is what are the legal ways to handle this situation and how do i go about handling it?

The appropriate way to respond is to initiate a proceeding in the Family Court which issued the temporary custody order, or, failing that, in the nearest branch of Family Court.
