Parental Responsibilities
Our 17 and one half year old daughter refuses to go to school or get a job. Are we responsible for her until she is 18? When she turns 18, are we within our rights to refuse to let her live at home?

if your child is not going to school you are no longer responsible after 18. This is a time for Tough love

Unfortunately, your "legal" options are fairly limited.
In NY You are responsible for the care & support of your "child" until she is 21yrs old, unless she is emancipated prior to that time.
If your "child" becomes a "ward" of the State through a social service agency, ie., foster care, or other, (even if placed under a PINS Petition {Person In Need of Supervision}) you might still be charged with your child's support.
So.... suggest you consider counseling for yourself, partner and other family members, who are living with the "brat" in order to better learn how to set boundaries; how to limit her damage and abuse of other family members. Also, talk to an "elder" about the "old" ways of addressing this type of problem (not beatings); and follow through, if you decide to TAKE BACK YOUR POWER AND AUTHORITY TO RUN YOUR OWN HOUSEHOLD.
