Can I give up my parental rights as a noncustodial parent when my children live with their father in another state as he has custody? If so, will this relieve child support being sucked out of me?

First, child support is not sucked out of you. It is money paid for your obligations toward your children.
Second, you cannot unilaterally give up your rights as a parent. You would have to receive consent from the father to waive child support payments.
