,my parents have custody of my daughter, i want to know if they can sign over and give me full custody?

Legal custody or de facto custody? One is a court order. The other is "just the way it is." If your parents have legal custody, you would need a court order to return custody of the daughter to you. If your parents have defacto custody, they can simply transfer the daughter to you.
