parents rights

If a mother has fights with her husband every couple of months, is it legal for her to take their 5 year old son and hide in another neighborhood. Even changing his school? then she returns and uses him as a pawn.

Legal, sure. Moral??? No. As long as no one calls her on it, who should enforce the appropriate behavior on her?
