petitioning to change joint custody agreement in ny

In NY, if petitioning to change a custody decree (in which both parents equally share 50/50 legal and physical custody), must the same county court be petitioned as the the decree was issued in or if the petitioning parent intends to reside in a different county, may that county's court be petitioned? How difficult is it to petition the court for a change in residence which would exceed the originally established radius by 50 miles, if the changes in circumstances involve the marraige of the petitioning parent and the birth of a sibling? thank you

Generally all child support issues stay within the. Exclusive jurisdiction of the issuing court

Based on my experience all custody and support issues stay in the county of original jurisdiction.
