Legal Question in Family Law in New York

My ex has been playing games with the courts. He keeps not showing up for child support to the magistrate and then they place a warrant and then he come in and has it vacated and then the court date he doesnt show again. Why won't they put him in jail? I am not receiving any child support and we are going back because I violated him.
