power of attorney

My husband is mentsally ill, became a homeless. how can I have a power of attorney to be able to take him from the darkness, and be able to place him into a psychiatric hospital?

You will need a power of attorney that is /was signed by him while he was competent to do so. Such power must expilicitly provide that you are empowered with his medical psychiatric care and decision making with regard to him.
