can i get power of attorney over my sick father against his will

No. A power of attorney has to be voiluntarily given. If your father is unable to care for himself, you can petition the court to appoint someone (you?) as his guardian or as a conservator of his estate; this will require a court hearing and may require a bond to be posted. You should speak with an attorney in your area who practices Probate and Estate Law.

Absolutely Not. However if your father is unable to rationally make decisions, you can petition the Court for a guardianship. Such a disability will need to be proven by you.
