What are the first steps a (possible) parent should take when the other parent has left with the child in question to live in the state of New Mexico after the parent who still resides in California asked for proof of paternity?

From what you have stated, although additional information is needed, an action for paternity still lies in the state of California. Move quickly as California may lose jurisdiction over the issue of custody if you wait too long. Do not file in another state unless an attorney so advises you. Good Luck, Pat McCrary
