do ''arrearages'' accrue before a qdro is ordered?

By "arrearages" you must mean child support.

Child support and QDRO's are completely different and have nothing to do w/ eachother.

A QDRO has to do w/ a spouses retirement funds and Equitable Distribution. You MUST have an Order by the Judge (QDRO) in order to colletct your share of same.
