Legal Question in Family Law in New York

I'm in a real tough situation. I've been separated since July 2010. My daughter,18 since Sept 2010, lives w/her mom. Her mom's BF is there a lot. I've started paying child-support since Dec 2010 through the courts. Now, my concern is the payments of CS aren't being used as they should be. I give 300 dollars per 2 weeks (part of the arrears for now), and my daughter has not eaten a good meal in weeks. When the daughter ask whats for dinner, her mom replies 'no money.' But her mom can go buy cartons of cigs for her BF but not to go food shopping for her daughter. Any advise here, please help.

You should seek a change in custody and - if the situation is truly serious - file a complaint of child neglect with Child Protective Services.
