Legal Question in Family Law in New York

I can not receive child support because the father receives SSI. Is there any way I can sue him in small claims court for say half the cost of my son's school clothes or any other materials he may need?

No. That is what child support is for.

You can commence a non-payment proceeding in Family Court. Most Court's have an intake room to help pro se litigants with the forms. Even with no income, an individual has a minimum of child support he or she is responsible for.
