If a father has had nothing to do with his children for 3 yrs and pays no support can he decide after three years to go for visitation and actually recieve it?

Every parent has the absolute right to visit with their child. Paying support is not a condition to visiting with your child. Also, even if there was no previous contact, he still has the right to see his child, barring any circumstances that would make it contrary to the best interest of the child.
