Rights of Incacerated Juvenile Offenders

If a juvenile Offender is incacerated in a secure facility operated by the Office of children and family services where they are abused by the security staff can they bring a lawsuit while they are still serving their sentence? Would they bring the lawsuit against the agency or they the employee? What are the legal rights of incarcerated juvenile offenders?

You may fule suit against the agency while time is being served, this however brings up many potential issues in and of itself.
