If I am reading your question correctly, you are asking whether an ADULT (over age 18) has the right ot make decisions concerning the Health, Safety & Welfare of her child, correct? The answer is, YES. A 19 year old mother and a 40 year old mother both have the same rights.

She slept with a man but she doesn't want him to have anything to do with the child they created?
The Father has the right to visitation (supervised if he is unfit) and the child the right to child support. Usually both of these will not voluntarily happen until one of them petitions the Family court.
She will have sole custody unless/until the Father petitions for Joint/other and the court decides.
She has therefore the right to make all decisions for the child. If keeping the child away from the Father is in the best interest of the CHILD, she can do so until he petitions the Fam court for visitation....which he will get.
