Siblings being kept apart

My question is: My friend's daughter has two siblings, her father won't let her brother and sister see her. No reason is given, he won't take her to his house and won't let her sleep over, and won't let the other children sleep over her house. He doesn't have custody of any of the kids, but yet he decides that they aren't allowed around each other. It's seriously hurting all of the children who constantly ask why they aren't allowed to see each other. Is there a law in NY that prevents him from keeping them apart or are they supposed to not see each other until they are 18 years old? If you could help I would really appreciate it. We don't know what else to do. Thank you.

It is not usually considered a healthy thing for siblings not to see each other.

How old is your friend. Does she have a guardian ad litem? If the father doesn't have custody, why is the mother or guardian agreeing not to let the kids see each other?

Your friend needs to see a lawyer. If she is too young to hire an attorney, she needs to write to the family court judge who handled her case. She can also contact the local county bar association in your county and ask if there is anyone they can recommend who might work pro bono.
