Signing your rights to a child to the other parent

My husband just recently left me and signed off all of his rights to our daughter and gave them to me.I was wondering what rights he has to her? As well as what responsibility he has for her? Also if this is legal or not? He did this in front of a notary of public and I was told by the woman at the court house when I went to get the custody papers that he was able to do this. Also what time period does he have to change his mind? Do I have to bring this in front of a judge so it is legally binding?

The rights involved include custody or visitation. The liabilities include financial support. I believe the only way to truly effect a complete renunciation of parental rights is to obtain a court order.
