slole custody + tax returns

I have sole custody of 3 kids and claimed all 3 on last years tax returns. my ex doesn't even pay all the support he is court ordered (including arrears) and now says he has a right to claim one of the kids on the tax returns if he wants to, does he have any legal right to?

No he has no right to claim a child as a dependant even if he paid full child support. Unless of course you entered into an agreement to do that.

Further it would be tax fraud if he did so without agreement.
