Legal Question in Family Law in New York

My son is 20 years old, married and has a child. They all live with me and my husband. He and his wife were trying to get assistance from Social Services. they told him that because he lives with his mother they can not help him. They say I am legally responsible for him until he is 21. He can't even get medical insurance. Is this right?
