Legal Question in Family Law in New York

My son's father doesn't visit my son or pay child support. The only time he mentions wanting to see my son is right before a court date or when he gets a new gf. and he just recently won 5,000 dollars on a lotto and had his grandmother cash it so that child support wouldn't take it. Is there anything I can do? Can I petition to have his parental rights taken away, since he doesn't do anything for my son anyway?

He must pay child support. Period. You should be filing a petition in Family Court for either a child support order, or, if you have an order in place, to enforce the order.
