Ex Spouse trying to move out of state with the children

My husband and I need to know what the New York State Law is regarding the custodial spouse to move out of state with the children. This move would be from N.Y. to Florida. My Husband does not want her to move with his children. Does she have the right to do that and what would we need to do to stop it. In his divorce agreement it states that he has visitation with the children every other weekend, on wed. & thurs. evenings, and two weeks during their summer vacation.
