California is collecting child support via NY Child Support Collection Agency for ex, but collecting child support directly for welfare, is that because NY will not collect for welfare, and is it legal for California to go to job directly?

NY, (as most or all states are required to do), is probably "collecting" under the Uniform Child Support Law, from an Obligee employed or living in NY.
NY is probably "responding" to the Petitioner's demand, under the Uniform Child Support Law, to pay per a CA order for child support, that the CA welfare agency obtained in CA. The Petitioner in CA is probably the welfare agency, that is contributing to the support of the child/family in CA.
A debtor's income may be directly garnished from an employer.
