Re: State Jurisdiction
Under the Interstate Compact New York would be the state that would decide the matter, as the mother and child have resided here for more than six months.
Your best bet is to contact a lawyer in New York who is qualified to assist you in doing the necessary paperwork and appearing in court. Your appearance might not be necessary if you appear with a lawyer.

Re: State Jurisdiction
You can get a divorce in IL, since there is no one left in TN.
Re: State Jurisdiction
If your daughter and ex are living in New York for more than 6 months, you would have to file in New York Family Court for a new Visitation schedule.
Of course, if you and your ex can agree on a schedule than you can avoid the Judge.
